The National Christian Foundation (NCF), a grant-making network based in Atlanta, Ga., announced today that it awarded its 3 billionth dollar since the founding in 1982. For all the discussion about how a cap on the charitable deduction would affect giving, it seems like proposed tax hikes by the Obama administration might have an even bigger impact.
